since the buyer hasn't contacted you at all, i would probably email them first and then relist the item. i would hold off on the negative feedback for now...(just because people on ebay seem so retaliatory!)
Do you specify how many days someone has to pay something? If she hasn't paid in that time, I would probably request her contact info and give her a phone call. If she still can't be reached, I would write her a final email saying that you will be leaving negative feedback and will be filing a dispute if you don't here from her by Tuesday (maybe she's on vacation or something?).
As much as it sucks, I would go through the formal process of filing a dispute. I think that way if you win, she won't be able to leave negative feedback but you will be able to leave it for her and you will most likely get your money.
If I'm not mistaken I think one of the steps you must take to file a claim is leaving negative feedback. I really hate to see people not leave negatives because they might leave you one. You can respond that she left it because she didn't pay - I think seasoned ebayer realize this happens & think it's no big deal.
File your claim & relist. Did someone else bid on the item for a decent about? You could send them a second chance offer too.

Thanks for the advice Laken. I definitely want to leave her negative feedback and I'm really not concerned about her leaving it for me - if she does, I'll just respond. I think you're right about most ebayers recgonizing why it happened.
There were no other bids on my item though, so I'll just have to relist.
Actually, I just realized something..you can't leave feedback until you've paid for something. So, I don't think she can retaliate even if she wants to.
I'd definitly leave negative feedback on this one. Why bid if you don't intent to pay? That annoys me so much! I always give them the benefit of the doubt thinking that something terrible must have happened to them and they didn't do it on purpose.
I went ahead and filed the claim and left her negative feedback. Once I did that, she sent me an email saying she's been out of town at a funeral an had absolutely no access to a computer. I should mention - she's lying because she emailed me Thursday say she'd pay me, which she never did. I also took a look @ her profile and it turns out she was bidding on other items late last week....so I don't know what her deal is, but she hasn't paid me still. She said she sent me money via paypal and wanted to recify the situation, however I still don't have payment - WTF! This is the crappiest buyer ever. I relisted my item - I don't even want to deal w/her.
