Sellers who offer PayPal as a payment option on eBay (either using logos or text in the item description) must accept all forms of PayPal payment including account balance, bank account transfer, and credit cards. Sellers must have a Premier or Business PayPal Account or be willing to upgrade from a Personal PayPal Account to a Premier or Business Account if sellers receive a credit card payment. Sellers may not communicate to buyers that they accept, or will not accept, specific forms of PayPal payment.

I think the policy has been in place for at least six months or so. I learned the hard way - I had an auction cancelled because I said no credit card transactions in my listing.
Its really a crazy policy for sellers because they are forcing them to pay yet another fee, the fees associated with a premier or business accounts.
I wouldn't have a problem w/ this if the buyer had to pay for the credit card fees. I don't even understand WHY there's a fee for using a credit card and why its so much. I think its total BS.

Just a note on CC fees, from the merchant side of things. I accept credit cards in my own business, and merchants always have to pay a percentage of the fees to MC/Visa/AMEX, etc. And by listing items for sale, y'all are merchants. I don't sell on eBay, but it seems like PayPal/eBay is wanting to have you, rather than them, absorb those fees (no big surprise there...everyone wants *someone else* to pay extra costs).
I don't know how much the fees are, so can't speak to that. I pay just under 3% for MC/Visa transactions. Whatever the fees are, hopefully you can add that cost into your pricing to cover it...

I just sold my new skeleton Botkier skeleton on ebay (sigh) and ebay/paypal took out almost $17 in fees. I was surprised by the amount. I guess most sellers will now increase the shipping/handling fee to reflect new fees.
Just when you think you can get around ebay fees by padding your shipping, they find a way to get some of it through paypal. I can't help but feel they are charging me TWICE!
They are greedy and they can do it since who can really compete with them?
I have the buyer pay these fees by putting some in the listing price and some in shipping. It makes the item much more expensive, but what else can you do?
