I've made four purchases from Ebay and received positive feedback from three of the sellers. One hasn't left me any feedback yet, and it's been almost a week since I won the item. Is it kosher to email her and ask for feedback? She's not a big seller so I don't think it's that she's selling too many things to keep track of.

I ALWAYS do this. Sometimes I just write something like this, "Hi I won this item and wanted to let you know I haven't received the item yet, but I will leave positive feedback as soon as I do, and hope you do the same for me. Thanks."

If you HAVE received the item I write, "Hi I won this item and wanted to let you know I'm very happy with it and I've left you positive feedback and hope you will do the same for me. Thanks."

I think it's perfectly fine to do this, but that's just me
