Photo Resizing for Avatar??

This might be a dumb question, but I am a new Mac owner and I CANNOT figure out how to resize a photo without cropping it. There is a way right? To just shrink it down instead of cropping it? Well anyways, Mac owners out there? Any ideas! TIA!!

Have you tried using a photo hosting site like photobucket or shutterfly? That's the only way I've been able to do it. My hubby put photoshop elements on mine computer but it confuses the crap out of me.
