I need a Red Carpet dress on a budget!!

My GF's book launch is in a month now and I'm her only "real life" friend walking the red carpet with all her Bachelor/ette friends. It's being covered by US Weekly ( not that they'll care about me!) and the local news.

It's black tie and being held at Soldier Field. I was supposed to go with Conor but since the break up I have another GF as a date so I want to look and feel fabulous

I only have a $200 budget right now though. so I'm looking for a long dress, not black but navy is okay or a print of any kind. Something slimming!

Ideas?
