@ the Nordstrom Half-yearly sale. Question for you ladies. They are meant to go over jeans so they don't fit my calf snuggly. Can I wear these with short skirts too or is that just "bad"?? What do you think?

Yes I think you can wear them with skirts. I have deceptively scrawny calves and a lot of boots don't fit my calves snugly...doesn't keep me from wearing them with skirts! Just layer up some boot socks so they're not flapping against your leg while you walk

This is completely me too. I wear boots with skirts all the time, even if the calves are a little big. The socks or tights help. And a shorter skirt (like an inch or 2 above the knee as opposed to one that hits the knee) makes the gap much less noticeable.
