How would you make this shirt work for work? I am thinking a cardigan to cover the shoulders and would you do a black belt or no with the way the bottom is made?
Just cardigan or blazer. Don't put on the belt, it's not meant to be with the belt it might move from the waist - won't look well. Leave the waist as is.
If she tucks it under the skirt - it will bulge from under it & create an unflattering weight around the waist/upper hip area.
I don't know, I think that really depends on the style of skirt. Pencil skirt? yes. But a fuller skirt won't show lumps and bumps, I tuck things into my fuller skirts all the time!

I don't think it would necessarily cause bulges either - unless you are especially small of hip, that band is going to be decently stretched out once it's on and will lay much flatter that it does unstretched. I've even tucked tops into my tights under a skirt before, for bulge-insurance mostly. Works well!

I think either would be fine. Maybe a fitted cardi with a-line skirts (a little more of a classic look), and a longer one with a pencil skirt (a little more modern)?
