What size are you? I can't wear alot of American chain brains like Gap, Express, etc. b/c their smallest sizes are way too big for me. I have much better luck w/Theory, BCBG, Banana Republic petites- I'm a 0 in all of those.
yeah GAP 0 is huge on me, I used to be able to wear them but now i can't. It depresses me, I can't find anything. I was looking in Banana yesterday and their 0 is also huge.
Well it depends how you're built, but I've had luck with Theory, BCBG (I know they were mentioned already but wanted to ditto that). In the mall I've had luck with American Eagle's 00, Rampage's smallest size, and Hollister's size 1.
I got the cutest capris from Old Navy's girls dept. a couple of weeks ago. How tall are you? Gap girls dept has some cute summer pants as well but depending on your height they might or might not work for you.

Tommy Hilfiger has this new design-your-own-pants thing on their website. I've never done it before, but it might work for you since you can specify your waist size, inseam measurement, etc.
I have a really hard time finding non-jean pants that aren't too big too. I agree with all of Vanessa's suggestions and shopchicago33's suggestion of abercrombie. Theory should work for you too. And you know what else, try forever 21. although they have lots of crappy pants, when I do find nice ones, they usually fit me really well.
My sister (Cali) is teeeny. She can wear pants from Rampage and Forever21 sometimes. Also try Abercrombie Kids (she's about 85 lbs and wears a sz 12. This won't work if you're tall though).
I feel bad for you. I am usually a 26 in jeans and am probably a "true", non-vanity size 4 or so, but I can't fit into some size 0s at JCrew or Express. I remember in HS, I was about 105 lbs and I wore a 3/4 at Express. LOL. How times have changed...
