My mom is going to a black tie affair for new years eve. She bought a dress that hits at about the knee and is full of sequin with a halter style tie at the top.
She thinks that for black tie it has to be a long dress? Is this true?

D is much better that these definitions than I am, but IIRC a knee length dress is fine for black tie as long as it's a formal/fancy knee length dress. I think it's white tie that means full length for sure, but full length would be fine for black tie too. Does that make sense?

Hmmm, I'd call the hostess. If the dress code actually is that you have to wear black or white colors, I'd wear white. You know every other woman is going to just drag her LBD out of the closet!

"Black and white" means you are supposed to wear those colors.
According to Emily Post, black tie for women is a "Formal (floor length) evening gown or short, dressy cocktail dress." So it sounds like the dress she has would work for black tie.
