Sizing for Target designer/Go stuff???

does anyone understand the sizing for the Target designer stuff, specifically Erin Fetherston??? they have funky numbers like 15.0, 11.0, 1.0, 3.0, etc and I have no idea what they mean and there's no explanation!!

It's just juniors sizing, which is odd numbers.
