really - i don't think that this one is that bad - i mean, it was for summer jam - that's proabably what most of the girls were wearing.

I agree. If you lengthened the shirt to regular length, I'd wear it.

I think the problem is the overall look for her age- too short of a skirt paired with too short of a top and too high wedges.  It just looks a little young for her, although typical Mariah.

How sad, this dress is so close to fabulous it saddens me to see it like this. Lose the slits, hole in the back/side, maybe a change in neckline and it would really look fab on the right person.

You know what?  It's not only age-inappropriate for her, but it also looks a little cheap. 
However, I bet you most guys would find absolutely no fault in it!   Come to think of it, a lot of boys I know would love to see more girls in similar outfits.
