I use Curel and I really like it--my legs are never dry with it. But I do not live in a harsh climate. Maybe you should try using a moisturizing body wash like Dove, maybe also a shower lotion (I think Olay has one), and then follow up with lotion or cream for dry skin as soon as you get out of the shower.
i have terribly dry skin in the winter and have found that only using dove bar soap for sensitive skin has really cut down on itchiness. i don't use a washcloth or loofah or anything...just me and the bar of soap. i think that the dove is better because it actually isn't a detergent soap. plus, ive come to love quench body lotion by olay. its not greasy at all when i put it on, and it really does quench my body for 24 hours as it claims. i only need to put it on right after i shower, when my skin is still damp and maybe if its super cold outside i put on a little at night before i go to bed. plus, just a little goes a long way which is nice on the wallet. just look for the purple bottle...

There's a thick , body-butter style cream by Aveeno that comes in a tub. It is soooo incredibley moisturizing, I put it on my dry spots before bed, and in the morning it feels like I just put lotion on. The best part is that it is not all greasy, like lots of other body butters... it just feels like moisture. SO great for really dry skin.

My legs are really dry in the winter. I usually use a salt or sugar scrub 2 - 3 times a week. I also use the Olay in shower moisturizer. When I get out of the Shower I put on Olay Quench. If my legs are really really dry I will also put Nightly Renewal Lotion on before bed.
I use Eucerin Plus, it helps with the flaky skin and protects. Women's Health just recommended it for winter dry skin also. Warning- its kind of greasy and if you shower in the morning then try to put on jeans- you may have a hard time. Or it may be just me having a hard time getting into my jeans....
Aveno is very good, or if you need something more, you can get AmLactin at the Pharmacy counter (you don't need a script though).
my legs used to get so dry they would itch like crazy and be totally annoying. i started using body oil and it really seemed to help. also taking an essential fatty acid supplement seemed to help too.
i was just using baby oil and adding essential oils to it to cut the baby powdery scent and it worked really well. jojoba oil is supposed to be good too. the only bad thing is that you are kind of greasy afterward so you have to walk around naked until it absorbs or just get the oil on the inside of your clothes. or shower and use the oil at night, and then if you have to shower again in the am, just rinse and don't use soap.
I bought Dove Nourishing Lotion because I had a coupon, and I really like it. I put it on after I shower in the mornings and I feel super-soft all day. I also think Eucerin is great for the winter and use it on my hands like crazy. I'm sure it would work wonders on dry legs, too!
In winter I make sure to exfoliate my legs at least twice a week- the dead skin cells really build up from the cold, and the dryness from being indoors. When you apply lotion on top of these cells, the moisture is not as efficient in breaking thru this barrier. When we shave, we take off this layer also, but I rarely shave more than once a week during the winter, to my husbands dismay. When I get out of the shower I put Burts Bees hand salve all over my legs. At first it is heavy, but when it soaks into my legs, they feel so moisturized and smooth.
Use a hydrating scrub....make it yourself out of sugar, olive oil and maybe a little vanilla. Massage it on wet legs and rinse off. It should leave a moisturized feeling to your legs. Apply a lotion afterwards, I like aveeno.
Using a scrub helps to get all the dead skin off so your moisturizer can penatrate better. If you buy a scrub, I like sugar much better than salt. Smaller, smoother granuals.
