My shopping experience with both stores is limited, since we have no H&M here and a F21 just opened up over the summer, but I went to three H&M's while in NYC and bought about seven items - I love and wear them all. I have been to the F21 store three times and so far, can't find anything I'd pay for. So you can guess which one I chose. *s*

I like (and have shopped at) F21 for the most part, but I think I'd spend MORE of my money at H&M, they really do (from what I've seen on TV and their website) have some cute, nice things.

I'm not a huge fan of either.. But H&M at least has some mature, trendy pieces that I might actually wear. I think I might have three things from F21 that are decent quality and not too teeny-bopper.
I'd say Forever 21 because their clothes are more girly, colorful, and appropriate for my lifestyle. If I wasn't in school, didn't live in Florida, and older I would probably go with H&M.
I had never been to Forever 21 until I moved to Florida and I love "The 21", as my friends and I call it. The F21 is HUUUUGE, almost like a mini-department store. You have to pick through a lot of stuff, but I think that's part of fun.
H&M - that store has my name written all over it. I love practically everything in there and it suits my college girl budget perfectly :) Now, if only they would sell online....
H&M. I miss it so bad it's not even remotely funny. I hung out with my friends at the Palisades Center where one of the first ones was opened. I love how it's high style at low prices and it suits my eclectic taste and urban European sensibility.
Forever 21 is very hit or miss for me. There's always a line fo at least fifty women at the cash register at the ones here too. I inevitably walk out of there with a massive temper and hatred of the universe.
I practically lived at H&M when I spent a few months in Germany ten years ago and I still have a soft spot for that store. They always seem to have some nice things. I've never even been to Forever 21.
I love H&M. I lived in England for four months at the beginning of last year, and I miss European fashion so much. H&M has a very European aesthetic, and they have them all over there, so H&M gives me my European fix .
