I have an ecru colored sleeveless lace tunic that comes just below my butt. It is a-line shaped.  Is it okay to wear a 3/4 sleeve cardigan with it even though the tunic is longer than the cardigan?  I would wear it sleeveless, but I am extremely self-conscious about not having a tan (I wish it didn't bother me) and I hate self-tanner.  I feel like my untanned upper arms just glow and not in a good way.

This seems fine to me. Have you tried the outfit on and does it look weird to you? My only concern would be how the lines might cut you off at the middle. For me, my middle is my "problem area" and I notice when things stop right at that point on my body.

As long as the sweater is at least at the natural waist - not, that is, an exaggerated bolero/cropped length - then I think you're good.

I agree.   And if you feel like you've lost your shape with the tunic and cardi, you could always belt one or the other.

It's not about where it reaches generally: it's about your body proportions and how this tunic works with the rest of the outfit and your body's proportions.
