A guy I work with has seriously chapped lips and he wanted to know if I knew of anything that worked really well to lock in moisture and help prevent chapping in the future. He tried Blistex and didn't like it -- he said it smelled awful and didn't even work.
As long as it's not tinted, I think he'll go for just about anything, as long as it's in a stick form and not in a little pot.
The best stuff in the entire world is Dr. Dan's. It was formulated by a dermatologist especially for accutane patients and those with severly chapped lips. You can get it at a dermatologist or through his web site, http://www.drdanslipbalm.com/ I was on accutane a couple of years ago and it was the only thing that worked. It's not girly in the slightest (not scented, comes in a little chapstick-like stick). HTH!
ETA: On his site, he gives a big description of the ingredients, why they work, etc. He also offers a complete refund if you try the balm and aren't happy!
I swear by Cococare Cocoa Butter lip balm. It's $.99 and you can get it at walgreens. I found it last year when I had really bad chapped lips. I tried tons of stuff and this works. And for $.99, it doesn't hurt to try.
