I find myself taken with some of the short sleeved winter dresses that I have been seeing such as this
short sleeve flannel dress.
However, I wonder how to wear them and not freeze. I know I would need a blazer or a cardigan, but it seems so sad to cover up some of the details. What do you do?

Personally, I get too cold to wear sleeveless in winter. You can add a cute cardi with a shift, but it kind of defeats the purpose of wearing a sleeveless that has a great shoulder detail like the one you show. Some people like to wear a turtleneck under them, but I've never been a fan of that look.
I think that they make those dresses for woman who live in warmer climate but still want a more traditional holiday look. I could see somebody in New Orleans or Savannah wear a sleeveless flannel dress for a holiday work party and look really chic.
I live in South Alabama so I could get away. However, it is freezing in my workplace and at my church, which are the only two places I would wear it. I agree with you about the turtleneck under--not a fan.

In that case, get a shawl/scarf in a bright color to drape over your shoulder. That way when you get chilly you can wrap it around you but other than that you can show off the dress.
In that situation, get a shawl/scarf in a shiny shade to improve over your neck. That way when you get cold you can effectively properly secured it around you but other than that you can display off the attire.
