From what I understand the length your hair can grow is genetically determined, along with how fast the hair grows. THere are averages, but considering how averages are done, I don't see how that could answer your question (the average in a year is 6 inches).
Do you know the longest your hair will grow? Is the problem that your hair doesn't seem to want to grow longer than the length it is now? If so, your hair probably just can't grow any longer because of genetics.
If you are really pressed for long hair quickly, then get extensions. They are available practically everywhere now and tons cheaper than it used to be.
Prenatal vitamins do the trick, and they can also make your nails stronger/healthier. A word of caution though - they do the same thing to all your other body hair !

My best friend did it in HS - never noticed a difference on her arms, but she said the constant shaving/waxing of bikini/armpits/legs got old after awhile. Do it now before bathing suit season hits!!!

It hasn't been that long since January. I don't know. Maybe you are stressed or something. Stress can affect you in weird ways, and I bet hair not grwoing is prob. one of them.
Maybe just get trimmed every twelve - fourteen weeks. That is what I did when I was growing out my hair. Wish I could help more...

Do you take a regular multi-vitamin? Like Women's One-A-Day or something similar? My hair grew much faster once I started taking a multi. Not "hairy ape arm" fast, but there was a noticeable difference.

Actually that's exactly the vitamin I take. I even got desperate and tried these vitamins from HSN for healthy hair, skin and nails....I didn't notice a difference. Oh well, I guess I'm not supposed to have long beautiful hair
i "tried" to grow out my hair... and i thought it was stuck at my shoulders FOREVER! so i finally got sick of the whole ordeal and had my stylist cut if off to just above my shoulders... turns out she cut off 4 INCHES!!!! i think your hair tricks you at the wierd "at your shoulders" area... just keep letting it grow... it will eventually be where you want it to be!

The ingredient is Biotin. LMonet is right, if you have concern about body hair already, the Biotin will make it worse.
