awww, fun!  i would recommend lucky or red engine for moms.  they have some styles with a higher rise.  if she's a little more daring, citizens of humanity might be a good choice- only certain cuts though.  i briefly worked at a boutique that targeted women in their 30s-40s and we did well with these brands.  (my mom loved it when i worked there!)

I like Gap for moms. They have a higher rise but are still cute. My mom likes the basic bootcut ones.

Also, my stepmom swears by the Halogen bootcut style at Nordstrom. They look really good on her.

The mom generation seems to be into this brand, Cambio.  I don't know your mom's style though.
