For the mount of shopping that I do and money that I spend I really don't understand this problem! However, with the nice weather we've had this past week I have come to realize that I have basically nothing suitable for work in the spring/summer. Almost all of my shirts have long sleeves, except for about 3 that have no sleeves and I need to wear (or at least have near me) something to go over them.
So y'all need to help me find some stuff that can take me through the spring and summer. I have lots of skirts, so I'm mostly looking for tops and cardigans/blazers. I can probably spend around $250 as long as the stuff can be worn both seasons.

i have thistop and i love it. it looks better in person than on the model (the scoop is a bit deeper and both sides of the shirt have a scoop). i like it b/c it's like a tee, but a bit dressier, definitely nice enough for work in a business casual environment, and you can layer another cami underneath it (i wear it over a white beater). plus it's super cheap.
i'll look around for some more budget friendly stuff too.
eta: anthro is a great place to pick up really pretty summer tops, and they have a lot of options that aren't terribly pricey. plus most of the tops will work in fall/winter if you pair them with a cardigan or blazer. the gap has a nice basic one on sale for $25
