When I lost weight a couple of years ago all my cellulite disappeared. I've had friends who have lost weight and it hasn't budged and I think it had to do with how I lost weight. I basically went (almost)vegan/macrobiotic (I ate mostly veg, some fruit, and a little lean protein - fish, chicken, lots of nuts and seeds and *nothign* else*) and I exercised (aerobic exercise) a LOT. You always read in fashion mags that female athletes never have cellulite, and it's true. I think the truth is that losing cellulite is MUCH more difficult than losing weight alone, and you have to be pretty hardcore with the diet and exercise.
Having said that, I think there are 1 or 2 new cosmetic procedures that are actually proven to get rid of it (or help it a lot) - I've read about it in Allure or Elle, I think.

I've never been larger than a size 4, and I've had cellulite since I was 14. I've always worked out sporadically, but when I started doing kickboxing, with all those squats, it made a BIG difference. So, it's not scientific, but I think everyone else is right when they say it's exercise that makes the difference. I'd try something to get some muscle tone, it should sort of smooth things out. Also, there are some sneakers sold in Europe that are supposed to reduce cellulite by forcing you to walk using muscles that aren't ordinarily used. They're on dailycandy.com

Definitely agree on the exercise. It's the only way to get rid of cellulite. I've tried all the creams before and none of them work.
