Now this is odd. I use concealer under my eyes (just a really lightweight Trish McEvoy cream to powder concealer) and today I noticed a little while after application that the skin under my eyes (where dark circles would typically appear - inner corners) was all dry and flaky (the concealer made this more apparent)! What a weird place for dry skin. So I added a little moisturizer and blended and now you can't see the flakiness which the concealer was sort of highlighting. How on earth did I manage to get dry skin under my eyes? On other areas of my face, I'd do a gentle scrub to smooth the flakiness but this is clearly not an option in this delicate region. What to do? It's not like I don't use eye cream day and night! Maybe my concealer is drying out my skin?

This happens to me to, usually in the winter. I also use night cream, which helps some but man does that concealer just bring it out! The cold, dry weather and the dry indoor heat are probably the culprit.

have your eyes been teary lately? because my eyes water constantly, and i often find that i get dry skin in the outer corner of my eyes (it's also very red there) because of the tearing...i'm constantly looking in mirrors to see if my eyes are a mess. not sure if that's your problem, but just a thought.

I've also had a problem with concealers highlighting dry skin around my eyes (and making the dry skin worse because they do not contain enough emollients/moisturizers). Laura Mercier's secret concealer is great..it's super moisturizing, covers really well and does not get flaky.
maybe you should shelf your cream to powder version until it warms up. possibly think about trading for a eye-specific concealor or one that is very moisturizing?
or you could think about getting an eye cream that is more moisturizing? i use an eye cream at night and then origins a perfect world for eyes during the day. i find it's a great base for eye makeup.
also maybe think about not powdering your eyes. it could add to the dryness.
