I want to display my vintage tea set in the kitchen on some cute shelves I bought.  Is there anything I can buy to securely adhere (not permanently) the dishes to the shelf?

I'm thinking velcro. I don't know if it will work but it seems like it would and you would be able to remove it. If any gunky stuff stays stuck you can just use that gunk remover stuff.

I've seen some store use that sticky foam stuff from 3M (best way I can describe it....its kind of puffy and soft and sticky on both sides)

You might be talking about Quakehold. It's available in most hardware stores, at least here in CA!
