Off-topic slightly, but I notice many girls posting about Ross. We don't have that where I live. Is it similar to TJ Maxx?
For cheap, of-the-moment accessories, I like the BP section at Nordstrom. They restock constantly and most items are under $30. Also, Forever 21! Good for jewelry, headbands, etc. And dirt cheap.
I have good luck at sample sales and special events. Last week I scored a pair of knee-high leather boots for $25 at one of those! It's really hit or miss, but it's always fun to look...
I like Marshalls, TJ Maxx, and Loehmanns. I also check out bluefly, zappos, overstock and smartbargains for accessories, but I rarely buy clothing online unless I know how the brand fits me. I also sign up for emails from my favorite stores to receive coupon codes or special sales.

Ross is similar to TJ Maxx except for where I live TJ Maxx has much better stuff than Ross. Also Ross' shelves and racks are rather bare.

Ditto. I don't have a TJ Maxx but Ross is a joke around here. They must get TJ Maxx rejects. Anyways, I find good deals on clearance racks just about anywhere. Also, I will shop at the outlets.
Overstock - jewelry Smart bargains - Tops/sweaters, watches TjMaxx / Marshall's- Petite clothes, bags (but it's very hit-and-miss) Century 21 - cute jackets Loehmanns - the bags are overpriced, but I've found nice coats and belts there. Ann Taylor - they have great sales, and nice wool pants
Periodically I make the long haul to the Tanger outlets (Riverhead), and Huntington Village (which has lots of little shops).
really, thrifts and vintage shops. sure, some stuff in vintage shops can be costumey, but i believe fashion is cyclical and every trend gets rehashed...so i find cool vintage versions of what is current.
otherwise i am a big fan of target, delia's, alloy, etc for trendier items. filene's basement has incredible deals on really nice designer stuff, but i try not to visit there too often because it's a bit more 'spensive.
I really like Kohls lately... and if you can fit into juniors sizes, there are a lot of inexpensive mall stores that I get great deals at - f21, 5-7-9, Charlotte Russe, Wet Seal, etc. I love f21 for accessories. New York & Company is also pretty cheap - the regular prices aren't anything really spectacular, but that's basically irrelevant because I've never once bought anything full price there. Things *always* go on sale, and they *always* mail/email pretty good coupons. you can sign up for the mailing list on their website.

I always find the greates shoe deals at department store sales, like Nordies, Macy's, Lord & Taylor. Everytime I buy shoes at L&T, they always mark them down more at the register.
I think I probably get about 80% of my clothes from Loehmanns. Have also started getting a good chunk of stuff from ebay lately, too, though that can be tricky and I've had some mishaps with things that didn't look right in real life.
I second Loehmann's. I try to go about once a month or so just to see what they have in. The problem I have is that I can rarely count on finding things there - it's more sort of where I go to see if anything piques my interest. I also have good luck with sales at Saks and Neiman's. They pretty reliably reduce prices about 2 months after new styles come out...so if I have my eye on something, I can generally pick it up at a good discount then. That's what I'll do if I have a specific item in mind...I just keep watching and waiting for the sale to kick in!
I also really like boutique sales. There are a bunch of independent stores around here that have pretty phenomenal sales. And, of course, sample sales. I guess Rachel Pally is the only one that I've ever been to - but it is a REALLY good one.
I like going to Old Navy because they always have a section where everything is on sale. I love Forever21 for thier jewelry and simple but cute tops. I also like Ross, TjMaxx and Marshalls but there are times where I cant find anything there.
Marshall's/TJ Maxx (particularly for jeans, shoes, coats, tights, and sunglasses), Target (I usually order from them online, though, because of free shipping over $50, and you can almost always find a 10% off promo code). I LOVE the shoe section at Nordstrom's Rack, but unfortunately the closest one to me is over an hour away. Also, if I see something I really like IRL but that I think is too expensive, I usually stalk it on eBay for a while and often find it there for less. Or I wait until I have a coupon code for an online site that carries it. I don't really like Ross - the layout of the place is too warehousy and makes me get shopping fatigue.
-The sale rack at Banana Republic-everything at Banana eventually gets marked down so I stalk the sale racks there. Also, I travel a lot for work so I am able to hit lots of different stores which helps (and did you know that all of the stores price sales items differently??? I found this out, which I find is an odd fact).
-The "outlet malls"-we have a good one semi-nearby. I love the "sale wall" at the Coach outlet, and I buy a lot of furniture at the Pottery Barn outlet.
-We have some very nice upscale consignment stores here and I sometimes find fun things there. I just bought some nice wool tweed pencil skirts there for around 10 bucks, and I have bought Coach purses there too.
-Anthropologie-but usually the SALE rack only!
-Ann Taylor and Ann Taylor Loft-sale racks or I try to use the coupons they send out.
-Ikea for certain things like bedding, and kids toys.
-Marshalls for shoes-I love Marshall's but usually don't find much at TJMaxx (except for housewares and kids clothes).
-Sale racks at Saks and I also LOVE Saks Off-Fifth.

same goes for me, too. i can never go to loehmann's with a particular goal/piece in mind, but i sometimes walk away with a really cool sweater, jacket, what have you.
