What about the lip repair chapstick that neosporin makes? You can find it at the drugstore. I think that Neutrogena also has an intensive night repair balm as well. I know you said you've tried Vaseline, but that's what really took care of my dry lips. I would say go with an intensive night repair/medicated balm at night, and just slather on the vaseline during the day. Basically, never leave your lips uncovered. And drink tons of water!!
i swear- i have the driest lips ever. What helps me- FORCING myself to drink water all day long, and Kiehl's baby lip balm. Baby, not the #1 stuff. Seriously, its kind of goopy but it sinks right in. It's $7.50 at Nordstrom.
I apply it in the morning & before bed & haven't had any problems.
I also read somewhere that licking lips tends to dry them out. I tried it to see if it there was any truth behind it & low & behold, my lips were no longer chapped. I still use the Aquaphor to prevent any unwanted dryness & it's helped a ton.

Vitamin A&D in the baby aisle...it's used for diaper irritation but it's the best stuff for dry lips...my mom used to slather it on me when I was little and had dry lips.

you will second my kiehls baby, and i'll second your ganache for lips (i love chocolate raspberry) from Anthropologie and www.lipmedic.com. Those are the only two things I will put on my lips. If you have seriously dry lips, I would avoid petroleum or petrolatum (in most chapsticks, rosebud salve, maybe even aquaphor) because apparently it just dries your lips up further. Though many people can use it, I can't. It just makes my lips feel much drier after the chapstick wears off. These are the two best kinds I have found- I went from always chapped to always soft and kissable
I'll 3rd Aquaphor. I use it on any part of my body that is excessively dry. It's not the most soothing of things but it works, so it's worth it. It's so cheap, it's definitely worth having around the house.
