Ouch. 78 is pretty warm for me too! Is there men in that office? Usually I know them to complain about it first. I would ask to see if they can lower a notch, or two, or maybe three! If not, buy youself one of those office fans? Some work pretty good. My husband has one in his office, ready to be used in case he's losing on the a/c battle of the day
I'm usually on the other end of the argument, my office is always sooo cold. But even I think 78 is too warm. It'll put you all to sleep. The guys usually keep the temp in the upper 60s at my work.
I have a portable heater I turn on, but the new guy here (who is in his own office ) complains that it makes a "plume" of hot air that affects his office. So everyday we have a passive aggressive argument about it. Each of us kind of joking, but really not, about my heater. I turn it on anyways.
78 seems a bit high but if the A/C is going full blast I'm not sure what they could do anyway to cool it down. Maybe mention it to someone who has been there a while and see how they respond? They might say "it's always like this" or "I asked them to turn it down last year and they said no" or even "you're right I'll go tell person X"
For a few weeks at the beginning and the end of summer, the a/c is off in my building and it will get up to 85 or 90. One day it was 94 and I wanted to nap the entire day away. No point there except that I wanted to bitch.

78 is too hot for comfort, but I think 80 is the point at which you can complain (especially if the AC is already running). If someone can actually change the thermostat, then congratulations to you! There's light at the end of the tunnel.
It's up to 79 now. That's with 2 fans on and the a/c full blast.
It is always like this, so I understand. I'm newer. But, there is no fixing it. The a/c guy already came to say it was broken. The only resolve I have is to ask them to find me new space, which my boss is willing to do, but it will be a big deal. But, it's only June. Come a heat wave in August I will be a little puddle.
Could you get a small cooling device for under your desk? My small heater has a fan on it too. It small enough that could fit under a desk and wouldn't blow papers around.
