Cornell's APA Style Guide shows citation templates for government agencies' reports online.

United States Department of Labor: Employment and Training Administration (2008, December 2). State unemployment insurance benefits. Retrieved (retrieval date in March 6, 2009 format, followed by a comma), from http://workforcesecurity.doleta.gov/unemploy/uifactsheet.asp

Don't forget to indent the second one tab when it wraps to a second line.

For about $30 you can download Perrla and it will give you a template that you use with Word. It is easy to use and does a lot of the work for you. You'll still need an APA manual for tricky items, but I found Perrla worth its weight in gold when I was a student.

I use this cite when introducing APA and MLA styles to my students because it's very informative.
