After trying everything on the black did look oddly better. Maybe I'm just not used to it yet. My other issue is that the dress is a "truer blue navy". It is a bit lighter than the examples above and it has white stripes. Should I wear dark tights/stockings with it to tie it together?

I think tights/stockings to tie it together would look nice. I also think red heels without tights would look nice.

An another solution could be charcoal gray pumps and charcoal gray tights, if you're feeling the black is too contrasty...
